According to the ADR, the National Institute of Statistics and Economic Studies' (Statec) power to decide whether a survey is compulsory or not would contravene international texts on data protection.

ADR MP Roy Reding announced that he would be tabling a bill to that effect in two to three weeks.

In principle, surveys should be voluntary, with the exception of the census. The decision to make surveys mandatory should be made by a commission, which would include a representative from the National Data Protection Commission, according to Reding. The right to privacy takes precedence over the representativeness of a survey, he says.
