
The new list replaces the one published in 2017, which did have similarities. The main takeaways are that there will be fiscal allowances of up to €5,000 for an electric car or van and up to €2,500 for a hybrid vehicle emitting less than 50 grams of CO2 per kilometre. Finally, there will be allowances of up to €500 for fully-electric two-wheelers.
Here are the details of the maximum allowances for private persons and private corporations, who own a vehicle registered in Luxembourg between 1 January and 31 December 2019:
Hydrogen fuel cell equipped cars and vans are also eligible for the €5,000 allowance.
Electric scooters are not eligible, as they are predominantly used on pavements and the majority of such vehicles do not conform to the highway code as it is .
As for those leasing vehicles, the allowance can be obtained by the keeper of the car stated on the leasing contract, provided that the owner of the vehicle has not claimed the allowance themselves and that the vehicle is registered in Luxembourg.
Vehicles cannot be registered abroad. A minimum holding period of 7 months by the claimant will be in place.

As states in the earlier list of allowances, bicycles and electric bicycles are also covered by an allowance. In order to value bikes as an eco-friendly mode of transport, the government introduced an allowance of up to €300 for a bicycle or a pedelec25 (an assisted pedal bicycle whose power does not surpass 0,25 kW).
The amount of the allowance corresponds to 25% of the bicycle or pedelec with a maximum speed of 25km/h (excluding VAT), up to a maximum amount of 300 euros.
This financial aid is reserved for private persons resident in Luxembourg who are at least 18 years of age at the time of purchase,provided the bike is intended for personal needs. The Ministry of Transport's spokesperson confirmed that cross-border workers will also be able to benefit.
A single allowance for either a bicycle or a pedelec25 is granted per person in a given five year time span. The allowance is offered for new bicycles or pedelec25s for which the invoice is issued in 2019. No minimum holding period required.
Claims for the receipt of the allowance should be directed to the Environment Agency by means of a form which will be provided shortly.
In order to file a claim, residents must wait for the grand ducal regulation to be officially passed, which will be announced by the press.
It is also worth noting that claims, with the exception of bicycle claims, must be made at least seven months after the date at which the vehicle was registered in Luxembourg by the applicant.

The allowances cannot be combined with tax relief for sustainable mobility. The allowances are provided by the Ministry of the Environment, Climate and Sustainable Development through the Fonds Climat et Energie.
The new scheme will be an important element of the promotional strategy for electromobility, alongside the "Chargy" network and the planned green energy quick charge terminals at service stations.
