The new convention came 39 years after the last agreement between the two partners. The emphasis of the new convention is how to treat dirty water and the management of sewage treatment plants.

Belgian sewage treatment plants often use Luxembourgish water and vice-versa. The convention aims to limit the nitrates used in treating water and to better protect drinking water.
