Emissions per country are calculated based on petrol sales, among other factors. In Luxembourg the sale of diesel and petrol amounts to two thirds of the Grand Duchy's total emissions.
To improve the country's CO2 emissions, the government are set to encourage a reduction in petrol sales.
An increase in price in the last year has reduced sales slightly, but this is not likely to be sufficient to meet 2020 goals.
