On Wednesday, the Ministry of Mobility provided an answer to the question. Friday 1 March 2019 will be the final day in which you can fully benefit from an annual public transport subscription.
Any annual travel passes made after Friday will no longer count for a full 12 months, as public transport will be free as of 1 March 2020. Consequently, there may be an issue in getting your money's worth.
The ministry has confirmed that those who purchase annual passes will not receive refunds for the excess months. For instance, someone purchasing a pass on 1 April 2019 will not be reimbursed for the period between 1 and 31 March.
In the announcement, the ministry reiterated that first class tickets on trains will not be subject to any changes: the annual pass costs €660 and a monthly pass costs €75.
