The leaders of the EU-27 met via videoconference and spent three hours discussing the spread of the new virus.
Covid-19 cases have risen to worrying levels in many places around Europe and a number of countries are reaching their capacity limits in hospitals, Xavier Bettel told RTL after the meeting.
However, Bettel reiterated that hospitals are, as of yet, far from capacity in the Grand Duchy.
As he announced in his State of the Nation speech, Bettel still expects a vaccine to become available as soon as late December or early January.
Luxembourg's PM also emphasised the importance of avoiding competition for resources between EU states, as occurred with masks in the spring. Member states will have to agree on a strategy for prioritising who to vaccinate first, Bettel suggested.
Regarding border closures, Luxembourg was not the only country to stress that these should remain open. German chancellor Angela Merkel was in full agreement.
Xavier Bettel again stressed the importance of cross-border workers for Luxembourg: "We will not manage if our cross-border workers suddenly can't come to work," he said, warning that this could lead to many unnecessary deaths in the Grand Duchy's hospitals.
EU leaders also expressed their condolences to Emmanuel Macron following the knife attack in France on Thursday morning.
This was not only an unacceptable attack on France, but on freedom of expression, our values and our liberty, Bettel said.
