This agreement secures the right for Cargolux to land in Uzbekistan's capital Tashkent. For the Luxembourgish cargo airline, this could be an important stopover point for flights into and out of East Asia.

The former Soviet Republic is one of the Central Asian nations that are approaching the EU in a slow democratisation process. Human Rights Watch has observed an improvement in human rights situation in the country since the end of the authoritarian Karimov regime. As has been confirmed to Jean Asselborn from official authorities, Uzbekistan no longer has political prisoners. According to the authorities, the wide-spread practice of child labour in the cotton industry is also being combated through education programs.

In addition, led by Luxembourg, the European Bank for Reconstruction and Development is currently running a seminar in Tashkent on the topic of fighting against corruption. The seminar is directed at representatives from Kazakhstan, Kyrgyzstan and Uzbekistan, among others.
