
Another goal of the National Health Observatory, which was revealed in the responsible parliamentary commission on Tuesday morning, is to assess risk behaviour. The observatory will also be tasked with drawing up the health card and suggesting priorities in regard to the population's health to the Minister of Health.
The observatory will consist of eight experts, among them one epidemiologist and one expert in sanitary demography. According to the draft bill, the experts would be nominated for a 7-year mandate and work completely independently. Their tasks would include publishing a report on the health of Luxembourg's residents every three years.
The draft bill also includes specifications regarding organ donations. It stipulates that the shared medical file (dossier de soins partagés) must also be consulted for any provisions by the deceased. It would also be mandatory to enquire with the deceased's family, if any written refusal to donate organs exists.
