The pursuit began in Luxembourg City before continuing across the border into Germany.
Luxembourg police were responding to an accident near Place de l’Europe in Kirchberg when, as officers approached the scene, one of the two vehicles involved struck the police car and drove off.
The grey BMW 3 Series, which had German number plates, was later spotted by another patrol on the A1. Officers began pursuing the vehicle after the driver failed to stop and continued towards Trier at excessive speed.
Luxembourg police alerted their German colleagues, who joined the pursuit from the border on the A64.
According to Trier police, the BMW continued at high speed along the B51 into the city centre and ignored police signals to stop. The escape attempt involved at least three collisions with other vehicles, while other road users were reportedly put at risk by the driver's reckless behaviour.
The BMW was eventually stopped in the area of Andreas-Hovel-Strasse in Trier, where the driver and passenger were arrested.
The reason for the escape remains under investigation.
Trier police are appealing to witnesses, as well as anyone who was endangered or injured during the chase, to come forward by calling +49 651 983 44150.
