Officials had forced the organisers to work out a concept that would guarantee the well-being of the animals before a new edition kicks off.
According to the organisers' press release, members of the federation will join efforts with security staff to inspect the well-being of the animals and distribute informative flyers to raise awareness about the dangers of leaving your dog in the car. Police will reportedly also be on the premises.
Visitors who behaved badly during the 97th edition will be denied access.
Luxembourg's Ministry of the Environment had decided not to grant an authorisation to host the dog expo to the organisers.
During the previous edition, police officers rescued two dogs from a car with closes windows.
The animals had been locked inside the hot vehicle for a longer period of time and did not have food.
