
Alongside new legislation for Electric Scooters, François Bausch has unveiled updates to the Highway Code.
Scooters must not exceed 25 km/h, not be over 1.5m in length and should be used with appropriate safety equipment.
There must be a brake for vehicles with one wheel and at least two brakes acting on at least two wheels for vehicles with two or more wheels, as well as an audible warning (bell, hooter).
In terms of lighting, and this is what has irked cyclists so, a luminous light is required at the front, a red luminous light at the rear and side reflectors.
The lighting must be on day and night and should neither flicker nor dazzle.
In order to ensure that they are constantly visible in pour conditions, however, drivers can attach reflective elements or alternative lighting to their clothing or backpack.
The Ministry for Transport has clarified that an intermittent light can be used alongside a continuous one, and that the use of intermittent, or flashing lights are not prohibited.
From 13 years old it is obligatory to cycle on sections provided for bicycles or on the traffic lanes. Before 10 years, sidewalks/pavements and other places intended for pedestrians can be used, though pedestrian right of way remains.
Scooters can be used without restrictions on sidewalks and all areas reserved for pedestrians, however without exceeding the speed at walking pace and only on lanes marked by a road sign indicating roller skates.
Respecting other users means respecting their space. Safety distances have been defined by the ministry in order to reinforce safety of all.
The transport ministry hopes to appeal to the sense of respect that "each of us has towards other as road users".
