Every year, construction sites in Luxembourg pause for collective leave in the summer. In 2019, the construction sector had its break from 26 July to 18 August and other sectors involved in construction adjourned from 5 August to 25 August.

However, not all firms respected the collective leave. The Inspectorate of Labour and Mines (ITM) sanctioned a number of infractions during the collective leave. Notably, the ITM ceased work on five occasions, as these firms were not exempt to collective leave and were not permitted to continue throughout the break.

14 construction sites were closed after the inspectorate discovered infractions relating to health and safety. Work was stopped on three occasions as there was a substantial risk of 'imminent danger' in terms of workers' safety. The ITM also handed out 10 injunctions to companies concerning health and safety infranctions.

Five installations were closed following dispositions concerning the classifications of the establishments in question alongside one injunction to ensure conformity. Finally, the ITM ordered a firm to stop work after discovering the firm had illegally employed two third-country individuals who either did not have the right to reside or did not have the appropriate permits to work.

The majority of infractions found concerned risks of falling from height, non-compliant scaffolding, and defective construction site signs.
