According to the latest study on digital inclusion published by the Ministry for Digitalisation, only 0.87% of Luxembourg’s population has never used the internet. The report, titled Inclusion numérique 2025, highlights that the challenge facing the country is no longer primarily about providing access, but rather about addressing differences in digital skills and levels of usage.
The study points to education level and age as the main factors influencing how people use and benefit from digital technologies. Less qualified individuals and the elderly tend to use the internet less intensively and are less able to take advantage of digital opportunities. To address this gap, the report recommends targeted training based on skill level, a greater emphasis on information and problem-solving abilities, and expanding support services to help citizens navigate the digital world.
Many of these recommendations are already included in the National Action Plan for Digital Inclusion for 2026 to 2030, ensuring that efforts to bridge the digital divide will continue in the coming years.
