Luxembourg’s reputation for economic strength received a further boost on 23 October, as both Morningstar DBRS and Fitch Ratings announced the country would retain its coveted AAA credit rating, with a stable outlook.

This continued endorsement follows similar recent assessments by S&P Global Ratings, Moody’s, and Scope Ratings, which had also reconfirmed Luxembourg’s place at the top of the international credit ranking tables.

In their respective reports, both agencies underlined Luxembourg’s solid economic fundamentals, the soundness of its public finances, and the effectiveness of national institutions. The country’s political stability and the resilience of its advanced, internationally connected economy were also cited as key strengths, allowing Luxembourg to weather a challenging global environment.

Nonetheless, analysts did point to growing fiscal pressures, referencing rising social expenditure, a gradual increase in interest payment obligations, and elevated levels of public investment, particularly in infrastructure, housing, defence, and the country’s energy transition programme.

Despite these fiscal challenges, Luxembourg’s budgetary situation remains more favourable than most other eurozone countries, according to both agencies. Steady growth is forecast over the coming years, with much of the positive outlook attributed to the adaptability and ongoing strength of the country’s financial sector.

However, the agencies do caution that external risks persist, including potential geopolitical tensions and volatility on international markets, which could affect Luxembourg’s prospects.

These latest ratings mark the first assessments since the presentation of Luxembourg’s 2027 budget. For the government, this renewed double confirmation of the AAA rating is seen as a strong endorsement of its fiscal policy direction and a clear sign of international confidence in the country’s financial trajectory.
