In its latest report, the Luxembourg Regulatory Institute (ILR) flags a notable drop in postal mail volumes. In 2025, a total of 118.43 million letters were sent, representing a fall of 5.94% compared to 2024. For domestic mail, the decline came in at almost 7%.
That said, the drop remains less pronounced in Luxembourg than in Germany or France. POST Luxembourg handles 95.4% of all postal mail in the country.
Revenue in the letter segment, however, actually rose by 2.3% to €112.49 million. That increase is attributed to rate hikes brought in by POST Luxembourg. Average revenue per letter climbed from €0.72 in 2021 to €0.94 in 2025.
On parcel deliveries, the picture is the exact opposite. In 2025, parcel volumes grew by 16.60% to a total of 22.54 million items. The vast majority, 86.97%, were parcels arriving in Luxembourg from abroad, around 19.61 million units, up 22.46% on the year.
Parcel delivery revenue rose by 12.2% to €105.32 million. The average price for importing a parcel held steady at €3.68, while the average price for sending a parcel within Luxembourg or abroad climbed from €10.64 to €11.33.
Overall, 84.6% of all parcel traffic was handled by subcontractors. That is particularly the case for parcels coming in from abroad.
