According to the audit court, a number of important steps lack documentation, which should have made it impossible at the time to decide whether or not the project deserved to be approved by the Ministry for the Environment, Climate and Sustainable Development. Furthermore, these critical steps were taken without consulting the special commission and the minister of finance.
The audit court thus proposes a number of recommendations to create a more transparent and comprehensible procedure in the future.
