
29 young offenders were placed in Schrassig last year instead of in a dedicated juvenile detention centre. For some, it was not their first time in the adult prison.
Justice minister Elisabeth Margue said “structural deficiencies” had grown over the years, resulting in these placements. She added that meetings had been held with the health minister, the education minister, the public prosecutor’s office and youth magistrates to better understand the sector’s needs in Luxembourg.
Plans to re-evaluate the juvenile detention centre will continue. Margue underlined that the majority of minors placed in prison were violent, radicalised, or posed a danger to others.
