The accused had left seven dogs in his van next to the dog exhibition at the Luxexpo in September 2017.
The dogs were left without water on a considerably hot day.
Passers-by heard the dogs barking and called the police.
The Court of Appeals decided to keep to the initial ruling, which is a €3,000 fine and a ten year ban of possessing any animals.
