The so-called contingent, that is, the system that calculates the resources received by the municipalities, clearly has a positive influence on the resources available per child, Meisch said.

The Minister of Education made these statements in response to an extended question by MP Diane Adehm from the Christian Social People's Party (CSV) in the Chamber of Deputies.

In order to evaluate the system introduced in 2010, Meisch asked the Observatory for the Quality of Education to make an analysis, in order to see whether the goal of the contingent, namely, a more equitable distribution of resources, has been achieved.

Meisch stated that, according to this analysis, the system has in fact been "a fairly evident success", as a real convergence can be observed. However, the minister also acknowledged that this conclusion raises further questions, for example, whether this "social surplus" actually reaches "the schools, the municipalities and therefore the children who need it most".

According to the minister, smaller classes have not necessarily increased the quality of children's supervision. However, Meisch also stressed that larger classes, with about 20 pupils, are "not useful" either.
