
The draft bill proposed by MP Michel Wolter was debated in the Parliamentary Health Commission on Tuesday.
While the debate is still in its early stages, a consensus quickly emerged among all the members of the Parliamentary Health Commission, namely that every conceivable strategy to protect vulnerable people must be considered, even if many have already been vaccinated.
MP Mars di Bartolomeo from the Luxembourg Socialist Workers' Party (LSAP), the Commission's president, stated that there is still a large number of service providers and employees who "have not been vaccinated, are not yet vaccinated or do not want to be vaccinated". In this context, Bartolomeo explained, it is "absolutely relevant" to consider other means to protect vulnerable individuals, namely through an effective testing strategy. The MP stated that the Commission now needs to look at all the elements of a "more coercive series of tests", of which there are already a number of initiatives in the field. It is therefore in the Commission's interest, Bartolomeo concluded, to accompany these initiatives as best as possible within the legal framework and within that of the labour law.
Wolter has been appointed rapporteur for his draft bill. What remains to be seen, according to Bartolomeo, is whether the suggestion will be put forward as a draft bill or whether it will be added in the next Covid-19 law.
First, the government will be asked to take an official position. Then the bill will be discussed in detail by the MPs in the Parliamentary Health Commission.
