François Bausch, the Minister of Defence, insisted that the Luxembourgish Army would remain a "protective and observing army". Bausch was clear: under no circumstances will the army be an offensive one.

The minister believes it is useful to adapt the framework of the army's foreign deployments. Amongst the planned adaptations are shortening intervention periods, integrating new jobs such as pilots, facilitating army procedures, and adapting the framework in which Luxembourgish troops and civilians can participate in foreign operations. All of these make up as aspects of draft bill 7325, which will be developed by Green MP Carlo Back.

A further change will be that peacekeeping operations will be renamed "crisis management missions" if the draft bill passes.

First of all, the parliamentary commission must approve the report, then the Chamber of Deputies will review, debate and potentially pass it.
