Questions remain as to which particular rights the European vaccination certificate will grant people in Luxembourg.

In her replies to two urgent parliamentary questions by the Luxembourg Socialist Workers' Party (LSAP) and the Christian Social People's Party (CSV) respectively, Minister of Health Paulette Lenert stated that each country can decide which rights it will grant to certificate holders. However, Lenert did not hint at any specific government plans for Luxembourg.

The certificate's main goal is to allow EU citizens to travel without restrictions within the Union. The National Health Directorate has confirmed that the "EU Digital Covid Certificate", which will be introduced EU-wide on 1 July, will be ready by mid-June in Luxembourg. In addition, a transition period of six weeks is planned.

The certificate will allow EU citizens to prove that they have either been vaccinated, have recently been tested negative, or have recovered from an infection with the coronavirus.
