According to ministers Tanson and MeischRebellion at Unisec was caused by a negative group dynamic

At the beginning of January, the police had to intervene at Unisec, a closed unit for minors in Dreiborn, because several adolescents had refused to return to their rooms. This was the first time that the police had to intervene at Unisec.

In their joint reply to a parliamentary question by MPs Octavie Modert and Léon Gloden from the Christian Social People’s Party (CSV), Minister of Justice Sam Tanson and Minister of Education, Children and Youth Claude Meisch stated that there was “no clearly identifiable reason for the rebellion”.

Instead, it appears that the conflict was caused by “a negative group dynamic”, according to the ministers, especially as some of the young people had known each other for a long time. A similar situation had occurred the day before but was resolved through dialogue.

The ministers also specified that the draft laws on the protection of minors and on criminal law applicable to minors will be submitted to the State Council before Easter.
