Basing their conclusion on this year's Quality of Work Index, the Chamber of Employees said that it would therefore be most logical to reduce working hours without pay cuts. The Quality of Work Index is a yearly survey published in cooperation with the University of Luxembourg. The 2019 edition focused on working times. Around 1,500 residents and cross-border workers participated.

The study found that the numbers of part-time employees are dwindling in Luxembourg, which is usually not the case abroad. Gender-based inequalities still persist despite an increase in the working time of women. The Chamber also highlighted that employees who work flexible schedules tend to work more overtime hours and often do not use all their vacation days. The contemporary challenges of the working working world can only be tackled through social dialogue. In this context, Chamber of Employees President Nora Back urged employers to participate more constructively in the social dialogue.
