
Noting that this problem already existed prior to the pandemic, the CSV politician wanted to know how much of the current work load is being executed by substitutes. Furthermore, she enquired about the procedure that allows those employees to eventually become civil servants.
In his response, Minister of Education Claude Meisch explained that close to a third of lessons in high schools are being taught by substitutes at the moment. The rate in professional training is 27%, the one in adult education even 57%.
Minister Meisch also elaborated that a large portion of the substitutes are eligible to become civil servants as they have worked for the government for at least 15 years. This applies to 365 people working in high schools and 29 in professional training.
He also conveyed that thus far, only 13 substitutes active in secondary education have gained the status of civil servant, meaning they passed the final teacher’s exam.
