He said he wished to use his six years of experience as a minister, his energy and his diplomacy for the task.
The other candidates for the post are the Spanish Minister for the Economy, Nadia Calviño, and the Irish Minister for Finance, Paschal Donohoe.
The vote on the succession of Mario Centeno, the incumbent president, will take place on 9 July.
Applications closed on Thursday evening. Although the Eurogroup is only an informal body, it has a great influence on politics in Europe. A new president must be selected after Mario Centeno resigned from his post as Minister of Finance in Portugal.
Founded in 1997, the Eurogroup played a prominent role during the financial crisis of 2008, coordinating the policy of each of the states in the euro area. At the time, it was chaired by Jean-Claude Juncker, then Luxembourg's Minister of Finance.
Pierre Gramegna stood as a candidate for this position in 2017, but lost to Mário Centeno. Support for a Luxembourg candidacy may be difficult to obtain due to the tax policy of the Grand Duchy.
