From 1 January 2023, smoke detectors will be mandatory in all homes in Luxembourg. Those who have taken the time to carefully read the relevant law will have noticed that the text refers to a Grand-Ducal regulation that must define the technical specifications of the devices.

But to date, there is no Grand-Ducal regulation on this matter. Upon enquiry, the Ministry of Home Affairs explained that it had decided not to draft a Grand-Ducal regulation after all seeing as “it will be sufficient if the detectors are CE certified and the manual contains all of the necessary information anyway.”

If a regulation had been written, the text would have had to be amended every time a standard changed. The reference to the Grand-Ducal regulation was simply never removed from the law.
