Mediator Claudia Monti has published her conclusions drawn from her report on the Security Unit (UNISEC), a juvenile detention centre in Dreiborn.

UNISEC has been in operation for two years and has facilities for up to twelve young offenders. The unit is designed as an alternative to young offenders being placed in adult prisons. Monti has drawn globally positive conclusions in her report, but recommends that the Ministry of Justice develop a profile of the type of youth offenders that a youth judge can place there. Currently, there is no such profile available to help judges make the decision.

The mediator has also urged the Ministry of Justice to ensure that a night shift socio-educative assistant be made available. The ministry has responded positively to this recommendation. Monti also outlined that some of the minors incarcerated have reported that it is been some time since they have had meetings with the youth judge to discuss their situations. She expressed her disappoint at the public prosecutor's 'sound-bite' response when she enquired about the issue. Overall, she urged improvement in communication.

Monti believes that every minor placed in UNISEC should be able to meet with the youth judge in charge every three months, with every six months being the bare minimum.
