Luxembourg’s Council of State is undergoing further changes after the resignations of Yves Wagener and Georges Kohn, with political parties moving to nominate replacements for the influential advisory body.

Following the resignation of Yves Wagener, the Council of State, Luxembourg’s highest consultative institution, is facing a second resignation within a short span. Georges Kohn, a specialist in social security matters, stepped down from his position last Wednesday for personal reasons. Kohn, a politically independent member, had been appointed to the Council of State towards the end of 2024, succeeding Christophe Schiltz, who left to serve as Luxembourg’s ambassador in Rome. Kohn’s selection had previously sparked controversy, as Max Leners, a young candidate and lawyer from the Luxembourg Socialist Workers’ Party (LSAP), did not secure enough votes to join the Council at that time.

Two resignations in the span of weeks

Kohn’s resignation comes shortly after that of Yves Wagener, who left the Council unexpectedly in March after having served for seven years following his nomination by The Greens (Déi Gréng). That seat is now expected to be filled by the LSAP, with former Deputy Prime Minister Paulette Lenert seen as a leading candidate. Her nomination is due to be confirmed at the LSAP General Council meeting in the coming weeks. If approved, Lenert’s appointment would require confirmation through a vote in the Chamber of Deputies.

Meanwhile, the seat vacated by Kohn could be allocated to the Democratic Party (DP). The Council of State has stated it will put forward two candidates for the mandate and appoint a new councillor in due course.
