Luxembourg outperformed its annual climate targets in 2023, with the Ministry of the Environment reporting a greater reduction in CO2 emissions than initially anticipated.

Provisional figures from the Ministry of the Environment show that Luxembourg's CO2 emissions dropped by 3.5% in 2025 compared to the previous year. Since 2005, emissions have decreased by 36.4% in total. The government's official target is to achieve a 55% reduction by 2030, based on 2005 levels.

According to the ministry's data, Luxembourg not only met but exceeded its emissions target for 2025 by two percentage points. Ministry officials have expressed satisfaction with this interim progress towards the country's climate objectives.
