
Using a phone while driving is prohibited in Luxembourg, and police do not take the offence lightly. Between 1 April 2025 and 22 March 2026, they recorded 5,737 fines for using a phone at the wheel, according to a response from the Ministry of Home Affairs to a parliamentary question. That equates to approximately 16 motorists penalised every day for holding a phone while driving.
The reason for the police’s uncompromising stance is the major danger this behaviour poses. According to the police website, about one in ten accidents is caused by using a phone at the wheel.
The Luxembourg Highway Code stipulates that it is illegal for a motorist to hold or use a mobile device equipped with a screen unless parked (Article 170 bis). The vehicle’s built-in screen remains permitted. Meanwhile, the phone must be “fixed to the vehicle in a mount specially designed for this purpose.”
The offence carries a heavy penalty: a €250 fine and the loss of four points on the driving licence.
